Answer

Is it ticked in this location?

Control Panel/ Programs and Features/ Turn Windows Features on or off/ Media Features/ Windows Media Player.  If it is not ticked, tick it, if it is not listed at all, try the System File Checker.

Some "N" versions of Windows did not come with any Media Player in the first place due to  Governments and Politics and imposed restrictions, the EU, and Korea, come to mind.

Answer

If you have Windows Vista, you have Windows Media Player INCLUDED. It is part of the system. It CANNOT be uninstalled.
That is why you got that message.
You did NOT uninstalled it. You might have "deleted" it from the Start menu, but the program is still in the system.

Try the simplest way....
Start button > in the search box, type   windows media player > do you see Windows Media Playerat the top left ? If yes, click it. Now you have Windows Media Player.

If for some reason the above method does not work ....
Start button > Computer > right click on C: drive > Open > scroll toProgram Files, right click, clickOpen > scroll to findWindows Media Pla..., right click, click Open > scroll to find wmplayer.exe, click it. Now you should have Windows Media Player on screen.
