Platform Update for Windows Vista (KB971644) failed. Error code 80070422. When starting computer, it fails at configuring updates and then reverts changes.

Error message when you try to install updates by using the Windows Update Web site or the Microsoft Update Web site: "0x80070422":

What anti-virus application or security suite is installed and is your subscription current?  What anti-spyware applications (other than Defender)?  What third-party firewall (if any)?  Were any of these applications running in the background when you installed Vista SP2?

Has a(another) Norton or McAfee application ever been installed on this machine (e.g., a free-trial version that came preinstalled when you bought it)?

This has been going on for several weeks now. I have followed the steps to stop the update service and remove the update from the appropriate logs, but the file simply tries to update again as soon as I restart the update service. There have been a number of successful updates since, but KB71644 refuse to configure properly.

The machine came pre-installed with Trend Micro's PCCillen.  I have not used any other virus software. I use Trend Micro for all my internet security and do not use any other firewall.  I have never had any issues with other updates, but this one continues to try to load, fails, and reverts settings. I have had several successful updates since this issue began.

Any thoughts?
