Thanks for posting your question to the Answers Forum.
Is this a laptop or a desktop?
Are you on a network with a domain or a server, like a business/corporate network?
Are you using Group Policies at all?
Do you use this computer for programming?
My first suggestion would be to use the System File Checker to verify there are no corrupt files causing this error.

You may be able to find more information about the error that could post to this forum in the Event Viewer.
