Continued reboot mode after an unsuccessful attempt, how do I get back to a functioning version of windows (Vista or 7)?

I tried to upgrade to Windows 7 from Vista SP1 from a retail disk purchased at Costco.  I received a install unsuccessful and all seemed to be ok with a roll back to Vista.  I woke up this morning to my system stuck in reboot mode.  I cannot even get Windows Safe Mode to work.  What can I do to get back to Vista?  I promise I will never try to update again...please help.

1) Remove all the external devices like  floppy disks, CDs,flash drives, printers and DVDs from your computer and reboot.
2) If that does not help boot your computer, Use the Vista installation cd
3) Try to get the error message by disabling the "automatic restart on system failure"


If you have a Windows Vista installation disc:
Insert the installation disc.
Restart your computer.
Click the Start button , click the arrow next to the Lock button , and then click Restart.
If prompted, press any key to start Windows from the installation disc.
Note
If your computer is not configured to start from a CD or DVD, check the information that came with your computer. You may need to change your computer's BIOS settings. For more information, see BIOS: frequently asked questions.
(BIOS DISCLAIMER:
Modifying BIOS/complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.)
Choose your language settings, and then click Next.
Click Repair your computer.
Select the operating system you want to repair, and then click Next.
On the System Recovery Options menu, click Startup Repair. Startup Repair might prompt you to make choices as it tries to fix the problem, and if necessary, it might restart your computer as it makes repairs.
If Startup Repair is a preinstalled recovery option on your computer:
Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer.
Click the Start button , click the arrow next to the Lock button , and then click Restart.
Do one of the following:
If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you will need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to repair, and then press and hold F8.
On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer, and then press ENTER. (If Repair your computer is not listed as an option, then your computer does not include Startup Repair as a preinstalled recovery option.)
Select a keyboard layout, and then click Next.
Select a user name and enter the password, and then click OK.
On the System Recovery Options menu, click Startup Repair. Startup Repair might prompt you to make choices as it tries to fix the problem and, if necessary, it might restart your computer as it makes repairs.

Thank you for your help!  My PC is back up and running...but getting the occasional blue screen of death now.  I will take it over a dead box.

I'm going to try a clean install of Vista.
