Windows 8.1 bad image

C:\Users\thoma_000\Desktop\windows 8.1\Sources\SPWIZENG>DLL is either not designed to run on windows or it contains and error. Try installing the program again using the original installation media or contact administrator or the software vendor for support. Error status 0xc0000020.

Please Help ASAP
