Windows 8 Smooth Scroll is not Smooth!

I am using Windows 8 Professional, Screen Resolution set to 1366 X 768, Screen Size 15.6".

The thing is, when I am viewing a document or an article on a web page, the display is sharp, but however, as I start to scroll, the text does not seem to be smoothly scrolled along the vertical axis, rather, it loses the sharpness during the scroll. I mean it is not smooth and sharp during the scroll, as it would be on my iPad or other smart phone.

High end games work perfectly on my Laptop, so I doubt if it is a hardware or refresh rate issue. However, please guide me what I shall be doing.

I have attached with this three screenshots of the graphics hardware  settings.

Thanks in advance!

There are some options within Windows to adjust the scroll wheel behavior.

If you aren’t experiencing any jerking or stuttering you can try modifying the settings within Windows.
Modifying the mouse settings within Windows 8…

a. Right click on the screen and click on all app and then click Control Panel, In control panel click Mouse under the Hardware and Sound category.
b. Click on the Wheel tab, and you can adjust the “number of lines” per wheel notch.
c. You will want to decrease the number of lines for a “smoother” effect.
d. Depending on your hardware there may be addition menu items or options.
e. See if there are any options that would control your scrolling aside from the ones mentioned above.
e. If so adjust the configuration until it suites your needs.
