System Repair Disk on USB

Ref: Windows 8 --> Control Panel --> Windows 7 File Recovery --> Create a System Repair Disk

The only option available is to choose a CD/DVD even though a working Flash Drive is inserted in a USB port.

Why can I not make a System Repair Disk onto a USB flash drive?
