Are you using a 3rd party anti virus or firewall? One of those may be causing the issue. So it may be necessary to uninstall them and run their maker's Removal Tool to prevent trouble causing remnants.

• II.- What browser (exact version) you are using.

Access the KB971058 article via Internet Explorer (32-bit only) & run the Fix It 50202 in DEFAULT and AGGRESSIVE modes.

The most effective way to employ the above Fixit is to download, *save* it, configure the system to Cləan boot, then run Microsoft Fix it 50202.msi, and first choose the Default mode.
Restart.
See if the system can update now. If no joy, run it again with the system connected to the internet, in the Aggressive mode.

When you uninstalled (Norton) it, did you also run their removal tool, found here:
Add or Remove doens't get rid of everything Norton, and it's possible that left-behind-entries are mucking up your system.
Please run the tool now.
