I tried it under Standard, and Scientific modes, and it works OK.
Run this may be something is corrugated in the core files.
First, scan you computer for Malwares.
If it is clean, or you found some "junk" and it not working after the cleaning....
Open an elevated command prompt, type in sfc /scannow and press Enter.
It should scan the system files and replaces incorrect versions with correct Microsoft versions.

***Note, if this process shows too much mistakes and cannot correct them, you will have to reinstall Windows 7.

Appears to be getting: -8.1648465955514287168521180122928e-39
And not only happening in Windows 7 versions of the Calculator. (Same in XP)
i tried it on my systems and it still does not give ZERO as the answer..... it gives something like -1.068......e-19
the answer should be zero...simple enough calculation, square root of 4 is 2, minus 2 from that is ZERO .....i have no idea why its giving that crazy answer

I doubt we all have Malware.
Weird...I don't get 0 either. I get "-1.068281969439142e-19." But when I add 2 to the number the answer I get is 2 again.
The answer is probably some weird higher level computation issue that I don't understand. I will note that my trusty TI-89 does get 0.
Microsoft Calculator (Win7 x64)
√ 4 = 2
2 - 2 = -1.068281969439142e-19
Texas Instruments (TI-89)
√ 4 = 2
2 - 2 = 0
TI-89 IS THE WINNER!
