What does PCALUA.EXE do?

Original Title:  What does PCALUA.EXE do? it is in tasks and it seems to be about certificates.

In Windows 7 64 bit, I have a test that I would like to understand.  In that it has its location and file:

"C:\Windows\system32\pcalua.exe -a H:\setup.exe -d H:\"

So far it seems to be about certificates.  How often do I need to run such a task?

pcalua.exe is the Program Compatibility Assistant.  "The Program Compatibility Assistant is an automatic feature ofWindows that runs when it detects an older program has a compatibility problem."
