Receiving "Error DBFNTX/1001 Open error: filename.dbf (DOS Error 5)"

Trying to use a DOS program on Windows 7 32 bit OS. It works on 2 other machines. As far as I know the guy who loaded them onto the machines that have this error did the same thing he did on the ones that work.

The support page for this issue said there was a hotfix available. I know little about DOS as it's older than I am. 

If there's something I can do on my own please explain it to me like I'm 5.
