This link just goes to the same page, not to a page that has the power tools. 

Press shift + right-click on the folder in windows explorer. You will see some new items, including "Open Command Window here" in the context menu.

Thanks. I just spent two fruitless hours looking for the "Move to/send to any folder. I have it on my laptop and my old desktop, but on this new desktop I've been unable to find PowerToys for Win 7 anywhere. Mostly I want to move files from one folder to another without having to copy and paste.
