Error code 0x80131700 is usually relevant to the old version of .NET Framework installed on your system. By default, the built-in version of Microsoft .NET Framework is 3.5.1. You can reinstall Microsoft .NET Framework 3.5 Service Pack 1.
I would suggest you to follow the steps mentioned by Dale Qiao ,see the link below
If the issue still persist, then I would suggest you to perform the process by booting the computer in Clean Boot and check if the issue still persist.
To help troubleshoot error messages and other issues, you can start Windows 7 by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.
1. Log on to the computer by using an account that has administrator rights.
2. Click Start Collapse this imageExpand this im, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility.
a. Collapse this imageExpand thisIf you are prompted for an administrator password or for confirmation, type your password, or click Continue.
3. On the General tab, click Selective Startup, and then click to clear the Load startup items check box. (The Use Original Boot.ini check box is unavailable.)
4. On the Services
tab, click to select the Hide all Microsoft services check box, and then click
Disable all.
Note Following this step lets Microsoft services continue to run. These services include Networking, Plug and Play, Event Logging, Error Reporting, and other services. If you disable these services, you may permanently delete all restore points.
Do not do this if you want to use the System Restore utility together with existing restore points.
5. Click OK, and then click Restart.

Steps for Normal startup:
1. Click Start, and then click Run.
2. Type msconfig, and then click
OK.
The System Configuration Utility dialog box is displayed.
3. Click the General tab, click Normal Startup - load all device drivers and services, and then click OK.
4. When you are prompted, click Restart to restart the computer.

I had read your solution on another thread but it does not work at least for me using Windows7. For one thing the Microsoft .NET Framework is 3.5.1 was not listed in programs and features to remove it but was listed under Turn features on and off program
from the Start menu. Bottom line I was able to fix it by following the instruction from an email response from Microsoft Support agent Sandip at *** Email address is removed for privacy ***. Some may not want to go as far as I had to go as basicly I was reloading
Windows 7. Of note is my windows 7 Home Premium x64 was an upgrade DVD version of Vista x64. I did run a back-up online before preforming this operation but I have not seemed to have lost any data with the repair. I had tried every other thread up to this
point I could find. This operation takes over an hour to two hours. Here are the steps I preformed exactly as listed. I now have another account for Admistrator on my system but it is not a big deal. At the end of this process you will have to veriy your Windows
copy as genuine once again (pop up) to have all present updates automatically downloaded.
Action Plan 1: Check in Default administrator account.
To logon computer using default administrator account, please follow these steps:
1. Login into Windows using your account.
2. Click Start.
3. Type cmd in the start search.
4. Right click on the cmd option from the list and select Run as Administrator.
5. Now type the following command:
net user administrator /active:yes
6. You should see a message that the command completed successfully.
7. Log out of your account using the Log off option.
8. Now you will be able to see the Administrator account with your account at the Windows Logon screen.
9. Login to Windows using default administrator account.
10. Check if you are still facing with the issues.
Action Plan 2: Run SFC Scan
1) Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password,
or click Allow
2) Type "sfc /scannow" (without quotes) and then press ENTER
The sfc /scannow command scans all protected system files and replaces incorrect
versions with correct Microsoft versions.
Action Plan 3: Perform an In-Place upgrade of Windows 7.
Here are the steps to perform In-place upgrade (repair installation):
Note: You will not lose any data on the hard disk when you perform In-place upgrade. But as a precaution, it is recommended to backup all the important data before performing In-place upgrade.
1) Start the Windows 7 and log on to administrator account.
2) Disable the 3rd party antivirus, firewall or any such security program. These may interfere with the repair upgrade installation of Windows 7.
3) Load the Windows 7 installation DVD into the DVD drive. Now click on the Run Setup.exe option in the Auto play window from within the currently installed Windows 7.
4) Next click on the "Install Now" button to start the installation.
5) Uncheck the "I want to help make Windows installation better" box. Following this click on the Do not go online to get the latest updates for installation option.
6) Look for the "I accept the license terms" box and check it. Then click on Next.
7) Follow it by clicking on the Upgrade option. Now the installation of Windows 7 will begin.
8) After the final restart a blank screen appears.
9) Type-in your Windows 7 product key number.
10) First uncheck the option "Automatically activate Windows when I'm online" box at the bottom. After this click on the Next button.
11) Now click on the option "Use recommended settings".
12) Choose your Time Zone. Set the time and date setting and click on the Next button.
13) Click on the option for your computer's location to select the correct network location type settings that has to be applied for the location.
14) Now Windows 7 prepares your desktop to startup.
