Microsoft has created a Fix-It for this!
What this Fix it does is to remove incorrect or corrupt registry entries that interfere with VB support in windows and then re-registers the DLL ensuring that the correct registry setting are there. After running the Fix it solution you may be able to immediately try the operation that previously gave you the error, but to be sure, a reboot is suggested. This will address similar issues with other programs as well and not just the applications that are specifically mentioned in this thread.

I would like to ask a few questions to help focus in the right direction:
Are there any other specific details that you can provide us, that will help us to understand and resolve your issue? Since when are you receiving this error? Did you make any changes to your system? Did you install any new Updates and/or Software?
Step 1:
This error message indicates that the VBScript engine is not currently registered on the machine where the install/uninstall is taking place.
You can try these steps if you have not tried these steps in elevated mode.
The VBScript engine can be quickly registered by following these steps:
1. Run Command Prompt as administrator
1.1 Start Menu -> All Programs -> Accessories
1.2 Right click on Command Prompt and select Run as administrator
2. If you are using 32-bit version of Windows:
Type cd %windir%\system32 into the Command Prompt and hit Enter
If you are using 64-bit version of Windows:
Type cd %windir%\syswow64 into the Command Prompt and hit Enter
3. Type regsvr32 vbscript.dll into the Command Prompt and hit Enter
4. Type regsvr32 jscript.dll into the Command Prompt and hit Enter

Try to update the drivers again for the Virgin Mobile Broadband2Go device from the manufacturers website.
You must be logged on as an administrator to perform these steps.
1. Open Device Manager by clicking the Start button , clicking Control Panel, clicking System and Maintenance, and then clicking Device Manager. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
2. In Device Manager, locate the device you want to update, and then double-click the device name.
3. Click the Driver tab, and then click Update Driver and follow the instructions.

If the above steps doesn’t resolve the issue then Try performing SFC scan on the computer.
SFC /scannow is a super-useful command you can use in any Windows version. When the SFC (System File Checker) command is used with the /scannow switch, the tool will scan all of the important Windows files on your computer and replace them as necessary.
Missing and corrupt operating system files (like many DLL files) are arguably the biggest cause of major Windows issues. Considering that, plus the fact that SFC /scannnow is completely automatic and very easy to use, the tool should usually be one of your first troubleshooting steps.
1. Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are
prompted for an administrator password or for a confirmation, type the password, or click Allow
2. Type the following command, and then press ENTER: sfc /scannow
[The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.]
A message will appear stating that 'The system scan will begin'. Be patient because the scan may take some time
3. If any files require a replace SFC will replace them. You may be asked to insert your
Win7 DVD for this process to continue
4. If everything is okay you should, after the scan, see the following message "Windows
resource protection did not find any integrity violations"
5. After the scan has completed, close the command prompt window, restart the
computer and check.

The Broadband2Go software works fine on an HP Laptop also running Windows 7 64-bit Home Premium as well as another HP laptop running XP. Therefore, I've concluded my problem is with the OS on my Acer Aspire 1410. I've also encounter a couple of other VBScript problems on the Aspire. The calendar gadget displays only an orange background and not the date. The website www.w3chools.com has some simple VBScript examples that don't work on the Acer, but work fine on the both HP machines mentioned above. I think we need to focus on VBScript on the Acer Aspire.

Just a FYI regarding vbscript.dll. I had someone who was getting this same error message, and when we looked at the following key:
HKEY_CLASSES_ROOT\CLSID\{B54F3741-5B07-11cf-A4B0-00AA004A55E8}\InprocServer32
I found that the path listed was not correct. In fact the DLL itself was not correct! It was pointing to C:\Program Files\McAfee\Someother.DLL
Hence every time we would try to re-register vbscript.dll, it would succeed but it is simply re-registering the WRONG dll. When I tried to manually edit this to point at the proper DLL (in this case under C:\Windows\SysWOW64\vbscript.dll) it would not allow to to delete or modify this key. Even tried in safe mode and it still failed.
I only mention this because simply re-registering VBSCRIPT.DLL in this case will continually FAIL because it is re-registering the WRONG DLL. I assume if you could point to the proper DLL it would resolve the issue. Oddly this person no longer even had McAfee on the PC, and we found no services obviously using McAfee so I am not sure why Windows prevented us from modifying this key.
