Upgrading from Vista to Windows 7 and receive error OsVersionMismatch

I am trying to upgrade to Windows 7 from Vista Business SP2, 32 bit  Dell Optiplex with 1 GM of memory. Antivirus/spyware is turned off. Windows 7 went thru the entire install process and then gave message that upgrade was not successful. When booted from the Win 7 CD the system recovery seached for Windows installations and Vista was the only operating system shown. I then went to startup repair and got the message that startup repair could not repairthis computer automatically. The details provided were as follows:

Answer

To do an in place upgrade, you must boot from to the Windows Vista desktop, insert your Windows 7 DVD, click Install, when the setup menu appears, clickUpgrade. This will preserve your personal files, settings and installed applications.

Also run the Windows 7 Upgrade Advisor:
http://www.microsoft.com/windows/windows-7/upgrade-advisor.aspx

This will determine how ready your system is for Windows 7.
