Hi N.F.Jackson,
Windows logo + L key is always used to lock the current user and cannot be used to switch to different user accounts.
As this is a by-design issue, there would be nothing much we can do from our end.

I recommend that you download my Switch user software
tool, and save it on your disk, make a shortcut of it on your
desktop, right-click it and choose properties, navigate to the
Shortcut tab and there inside the shortcut key textbox type
any free keyboard character, I recommend S since then you
get the following combo of keys, CTRL+ALT+S this is then
required to press in order to trigger a User account switch.
