Family Safety is disabling/unlocking YouTube safety mode

YouTube has a safety mode that can be locked "on".  You cannot unlock it once you log out of the account.  This works as expected.

However, as soon as I activate Windows Live Family Safety, it causes YouTube safety mode to automatically unlock in all accounts.  This is obviously the opposite of what I want, as it defeats the purpose of both safety modes.

Any suggestions would be appreciated.  I'm using Windows 7 and IE10.

Hi Cesar, thanks for your help.

Steps in YouTube:

Log into an account.

Scroll to the bottom of the page, and click on Safety.

Click "On", click "Lock", and click "Save".

Log out of the account.

Now, what is supposed to happen is that it blocks inappropriate videos, and cannot be unlocked unless you log back into that account. This works fine when Family Safety is off. However, when I turn on Family Safety, YouTube safety mode is immediately unlocked and can be turned off from any account (or even if no account is signed in).

Steps in Family Safety:

I took no steps to add YouTube. I don't want to block YouTube. YouTube's safety mode does exactly what I want. I just want Family Safety to block adult-oriented websites, which it does.

I have Family Safety applied to the admin account. I have it set for Activity Monitoring and Web Filtering. The Web Filtering level is "Online Communication (basic)". I have no time limits or app restrictions.

Family Safety version:

2011 Build 16.4.33508.0205.

Re/ your question on "same issue on other sites":

I have not added any sites or programs to Family Safety. I haven't noticed any unexpected behavior on other sites, but I haven't really looked for it either.

Hi Ken,

Thank you for the additional information. We have simulated your issue but we did not encounter the same. To troubleshoot this, we request you to follow the steps below:

  1. Turn off Safety mode in YouTube.
  2. Activate immediately Family Safety filters.
  3. Sign in to YouTube.
  4. Turn on Safety mode, check the Lock option then click "Save".

Kindly follow the steps above using your child's user account on your computer then let us know the results.

Regards.

Hi Glenda -- I appreciate your time on this.

I followed the steps you described, and it is still not working.

Here is what I did:

1. Turn off Family Safety

2. Sign in to a YouTube account, turn Safety Mode off, and click save.

3. Sign out of YouTube. I closed down the browser at this point also.

4. Turn on Family Safety.

5. Sign in to a YouTube account and turn on safety mode, lock it, and save. YouTube notifies me at the top of the page that safety mode was successfully locked for this browser.

6. Sign out of that YouTube account. At this point, I notice strange behavior. When I am not signed in to ANY YouTube account, YouTube lets me turn Safety Mode off, but it is not actually off. It still blocks inappropriate searches, even though it says safety mode is off.

7. Unfortunately, when I sign in to a different YouTube account, I can turn safety mode off (it is not locked, like it's supposed to be), and it does not block inappropriate searches.

I am still using the windows administrator account for all of this. However, I also tried following the above steps using a separate windows user account (except for turning of Family Safety, which can only be done in the main administrator account). The behavior is the same -- that is, it still doesn't work.

Hello Ken,

Thanks for that detailed steps. If Family safety web filtering is on, Youtube will enter Safe Mode automatically if you are not signed in on your Google account. If in case the settings for Youtube shows the Safe Mode is off but it is working properly when doing a search, then this may be a user interface issue, and you will need to contact Youtube support for this.

As for the main issue of removing the Safety mode lock using another Google account if Family Safety is enabled, we would be needing log files to further investigate this issue.

Also, please verify the web browsers that you are using when performing the steps that you provided.

To gather the log files, please view my private message, be sure that you are signed in to Microsoft Community and click the notification which states that You have a private reply to this message. Glenda, I'm having no luck uploading the log file.  There was no trouble downloading the tool and creating the log file, but every time I try to upload it (yesterday and today), I get a message that says "File upload service timeout" after about a minute or so.

Is there another way I can get the log file to you?  It's 10mb.

Hi Ken,

Thanks for informing us. If you're having trouble uploading the logs in the private message, then you may just upload it via SkyDrive. Kindly refer to the articles below on how to do this:

Upload photos and files

Share files and folders and change permissions

Furthermore, kindly answer the question that I asked in my previous post, "Please verify the web browsers that you are using when performing the steps that you provided".

Please post the SkyDrive URL (make sure it's set to Public) in the private message area for security purposes then reply to this post once you have posted it.

Regards.

Hi Glenda:

Okay, the log files were uploaded via Skydrive.  I sent the url as a reply to your previous private message.

The only browser I'm using is IE10.  The exact version is 10.0.9200.16721.

Thank you.
