Turning off Windows 7 auto-dimming on desktop
Ever since I installed Windows 7 32-bit professional (Build 7600) the screen will dim everything but the cursor when its at the desktop or when I am using firefox. I can sometimes restore my brightness by logging off then logging back in. The brightness restores to normal when I play games. I have looked online and gone to to control panel/power settings and control panel/display, but there is no option for dimming there. I also looked in my computer's BIOS and didn't see any settings there related to screen dimming.

Auto dim or also referred to as Smart Dimmer in Windows 7 is available in computer systems that have the hardware which supports this feature.
Please see the troubleshooting steps below that would help resolve your issue.
1. Open Power Options by clicking the Start button, clicking Control Panel, clicking System and Security, and then clicking Power Options.
2. Under the current power plan, click Change plan settings.
3. On the Change settings for the plan page, click on Change advanced power settings.
4. In Advanced settings, scroll down the menu, click on Display and see if you find the dim feature listed here.
You may change the settings for Auto dim if present under display, accordingly to as you want.
If you are not able to find this feature in your Advanced Power plan settings, I would suggest you to create a power plan, so as to meet your requirements.

I too have this problem. I log in and after a few seconds the screen brightness dims. There is NO SETTING in the power options for this even after creating a custom plan. I have Win 7 Pro 32 with SP1. I have changed video cards and monitors for another reason but this still happens. I resets the actual brightness on my DVI-D connected monitor. Card is a Nvidia 295 with display port to DVI-D adapter.
Turns out in my case it's a Lenovo ThinkCenter and the lenovo Power Manager has settings to auto change the display's brightness control. So I turned these off and I seem to have no problem. Others say there are settings in the Nvidia Control Panel, but I did not see any. Problem is fixed.

I know that this thread is 2 years old, and the problem is probably resolved, but if it isn't here it is:
In the system tray, click on battery, then click on more power options. Then click on change plan settings for the plan that you are on. In there, click on change advanced power options. Scroll down to the display menu and expand it. then click on enable adaptive brightness. Turn it off for plugged in (and battery if its available).

Here's one more solution that just worked for my HP Laptop with Win7 while on battery where I have this constant dimming bug - only on battery.
I went to Control Panel, Power Options, Change Plan Settings, Change Advanced Power Settings, Change settings that are currently unavailable and scrolled to the bottom where I have ATI Graphics Power Settings. You may have something other than ATI, but try this if you do. Clicking the plus sign I changed "On battery" from maximize battery life to maximize performance as shown below. Click Apply. Notice my other settings as well.
