SO HOW TO GET RELIES FROM THIS PROBLEM

Hi Rajesh,

1. Have you made any recent software or hardware changes on the system?

2. Do you have any third party antivirus software installed on the computer?

This issue may occur due to any recent changes or due to third party software conflicts.

Let’s try the following steps and check if it helps.

You may check in Event viewer for recent event logs for errors regarding what is causing the issue.

Open Event Viewer

What information appears in event logs (Event Viewer)

Method 1:

You may try performing a clean boot and check.

A clean boot helps to verify if any third party application services or startup item is causing this issue.

Note: After you have finished the troubleshooting, try the steps provided in the section “How to reset the computer to start as usual after troubleshooting with clean boot” to boot the system in normal start up.

Method 2:

You may also refer to the article and perform a full scan on your computer using Microsoft Safety Scanner.

Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.

Hope the information helps. Let us know if you need further assistance with Windows related issues. We will be happy to help.

Rajesh,

Let’s try these methods and check if it helps.

Method 1: Boot the computer in safe mode with networking and check if the issue persists.

Step 1: If the issue does not persist in safe mode with networking, place the computer in a Clean Boot state to see if there are any software conflicts as clean boot helps to eliminate software conflicts.

Note: To reset the computer to normal mode after troubleshooting, please refer “How to reset the computer to start as usual” from the above article.

You may also try to run the Microsoft Safety Scanner and check if it makes any difference.

Method 2: Perform system restore and check.

What is System Restore?

Important: System Restore will not revert any of your non-system files like documents, email, music, etc. to a previous state. These types files are completely unaffected by System Restore. If your intention with this tool was to recover a deleted non-system file, try using a file recovery program instead of System Restore.

Do let us know about the results. We will be happy to assist you further.

Hi, I too had the same problem. It didn't allow me to i)install new softwares ii)uninstall existing ones iii)even open some programs, and iv)access many basic features of control panel.

My list of solutions was long, from i)diagnostics, ii)uninstalling anti-virus softwares and iii)rstrui.exe from safe mode. But none of that COULD work as this error prevented me from doing any of that.

After days of effort, what finally worked is running the command:

sfc /scannow

from safe mode command prompt (couldn't open command prompt normally through "Run as administrator"; this error wouldn't let me do it).

This basically repairs your corrupted files

I did sfc /scannow but it did not fix the issue. I am still getting the same problem as discussed in this thread.
