Need help with Code 19 error message for DVD/CD-rom

My DVD/CD rom is not working and is not detected in My Computer in Windows 7.  I am getting the following error message:  Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)  What can I do to correct this?

Code 19: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged

CD/DVD Drive In Windows 7 Not Working/Viewable
1. Click Start, type: Device Manager
2. Click Enter
3. Expand your CD/DVD listing in the Device Manager tree
4. Right click the optical drive
5. Click Uninstall to uninstall the DVD drive
6. Restart the system and see if the DVD drive works correctly now (it should reinstall automatically)
