my cursor keeps spinning off and on (like every second) like it is working/processing on something but it isn't. All my functions and activities go on as normal. How can I stop this.

It seems like it is trying to open something but I am not getting any messages concerning that.

-       What software changes did you make on the computer prior to the issue?

 

I’d recommend you to start your computer in a clean boot state to verify if any of the third-party applications or startup items is causing the issue.

 

For instructions, see How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

 

Note: After troubleshooting, ensure to set the computer to start as usual as mentioned in Step 7 in the KB article.

 

Additionally, download and install Process Explorer which shows information about the handles and DLLs processes that are open or loaded:
