I get an error message, "can't find script engine Vbscript for script "C:\ProgramData\Microsoft\Windows\OFFICEICON.vbs"when I try to uninstall a program.

1)    What program are you trying to uninstall?

2)    Is this issue limited to a particular program?

3)    Do you get any error code?

4)    Have you made any changes on the computer?

Method 2-

I would recommend you to perform Clean Boot.

Placing the computer in a Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to perform the steps from the article-

Note: You need to follow Step 3 from the article to get the computer back to Normal Startup after performing all the troubleshooting steps.

Now, try and uninstall the program. Check if the error reappears.
