how do I fix C:\windows\system32\newdev.dll - not a valid win 32 app?

The Laptop seems to be slowing down to a crawl eversince the newdev.dll window popped up.

1. Do you receive the popup at the startup (after the computer started)?

2. Have you made any changes to your computer prior to this issue?

Method 1: Place the computer in clean boot and see if that helps.
