I would suggest you to follow these methods and check if it helps
Method 1:
Try using the Performance troubleshooter to automatically find and fix problems.
Open the Performance troubleshooter

Method 2:
I would suggest you to perform Clean Boot on the computer and check if issue persists.

Disclaimer: After you used the clean boot to resolve your problem follow Step 7 to reset the computer to start as usual.
Method 3:
Also suggest you to optimize Windows 7 for better performance and check if it helps:

Also check event viewer
