error code 0x80131700

I also get  net.framework 2.0 not installed,then when I try to install it  the computer tells me it is  installed .      today i was on the web and a message came up that said internet explorer can not display the web page error0x80131700

Let us address these issues one by one.
 
a. .NET Framework issue
Windows 7 is pre-installed with .NET Framework 3.5.
I suspect that in this case this feature is turned off.
Let us cross check this setting and verify if it helps.

You may check if this feature of Windows is turned off.
1. Go to Start and in the search type "Turn Windows features On or Off".
2. Click on "Microsoft .NET Framework 3.5.1".
3. Expand "Microsoft .NET Framework 3.5.1" and place a check mark on 2 options listed.
4. Restart the Computer.

b. Internet Explorer can not display the webpage
I would advise to to follow the steps listed in the article below and verify if Internet Explorer connects to internet. 
You receive an error message in Internet Explorer: "Internet Explorer cannot display the webpage"

this answer did not help,a box came up that said "an error has occurred,not all of the featureswere not all successfully changed"

I get error message when i go to help and support, the error message is 0x80131700 ,but when i check the error message it tells me i need to download net framework 3.5 then i try to download net framwork it tells me i must have 2.0and the error message comes up

We can run the SFC scan to check if any system files are missing. As a next step try enabling the .NET Framework in clean boot state.
 
Method 1. SFC SCAN
Let us run the SFC scan and verify it prevents this error to occur.
Use the System File Checker tool (SFC.exe) to determine which file is causing the issue, and then replace the file.
 
To do this, follow these steps: 
1. Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
2. Type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.

Method 2.
We can also try enabling the .NET Framework in Clean Boot state and check if it works fine.
Here is the procedure to do it:
 Clean Boot Troubleshooting: 
1. Click Start, type msconfig in the Start Search box, and then press ENTER.
     User Account Control permission.
     If you are prompted for an administrator password or for a confirmation, type the
     password, Or click Continue.
2. On the General tab, click Selective Startup.
3. Under Selective Startup, click to clear the Load Startup items check box.
4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
5. Click OK.
6. When you are prompted, click Restart.
7. After the computer starts, try enabling the .NET Framework and check whether the problem is resolved.
9. After you have finished troubleshooting, follow these steps to reset the computer to start as usual:
Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
10. If you are prompted for an administrator password or for confirmation, type your password, or click Continue. On the General tab, click the Normal Startup option, and then click OK. 
11. When you are prompted to restart the computer, click Restart.

When i try to run the diagnostics "DiagPackage.exe" I get this error. When i run Windows Update, 0x80131700.

To just get straight to the point, Everything i run that is involved with either Diagnostics, Update or Uninstall it keeps givving the same error code 0x80131700

I run Windows7 Pro 32bit on a P5N32E-SLI with a Intel E7400 2.8Ghz 5Gb Int mem from which 3 is usable (I tried to going back to 4 and 2 Gb in diff combinations.. NO EFFECT) 2 Asus nVidia EN9600GT cards in SLI mode (also tried with only 1 and even with a brand spanking new card).

And YES like a good IT professional I DID NOT make a restore disc nor do I have a Backup :) 

Any bright ideas anyone ? And by that i mean anything other than making a fresh install and afterwards copying the old install over the fresh install (WORKS EVEVERY TIME, and YES!!! it even works with Server 2008 (all versions incl SBS, bet non of yall knew that....don't tell anyone.  hihihii)
