DeltaSync indicates you are accessing a Live ID Hotmail type account (Hotmail.com, Live.com, Msn.com or other country specific derivative of the same domain, e.g. Hotmail.nl, Live.ca, Msn.uk.co etc).

If you are receiving this message in Windows Live Mail

1. Logon to your account in the web interface and ensure you have not enabled SSL for that Live ID Hotmail account

 - http://account.live.com

  Connect with HTTPS

 - Check ' Don't use HTTPS automatically'

 

2. Access your Hotmail type account at  http://mail.live.com 

 - Are messages present in the Inbox ?

 If a message exist without a subject, move it to another folder (or delete), then retry WLM

 

3. Ensure your Hotmail type account password is 15 characters of less. WLM only accepts passwords lengths of 16 characters. A known issue, thus reduce the length to less than 16 characters.

 

4. If the above does not provide success..please request help in the Windows Live Solution Center's Windows Live Mail portal

That error code covers a lot of different errors. If the suggestions here don't help, you should post again in the  Sending and Receiving Mail (Synchronization in Windows Live Mail) forum.
