No internet connection on start up

On start up with Win 7 Home Premium 64 bit I have no internet connection (wired dsl linksys router). In network and sharing I show my network and an un named public network. If I disable and then enable the network adapter the public network disappears and the internet connection is restored. Once it is restored it works fine until I shut the computer down or reboot. I have updated the win7 drivers to the new nvidia drivers with no change.
