Error 711: Cannot load the Remote Access Connection Manager Service.

I am trying to connect using my existing VPN and I am getting the following error in Windows 7 Ultimate... 

Error 711: The operation could not finish because it could not start the Remote Access Connection Manager Service in time. Please try the operation again.

Called MS for first level support and tried restore point 4 days ago since it was working 3 days ago! It didn't help. 

Telephony service is running fine but when I try to start SSTP service I get "The Secure Socket Tunneling Protocol Service service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs."

I really do appreciate if some one have a fix for this.

Hi JeganMCPD,

This error message appears when a required service isn't started on your computer. You won't be able to connect to a network, and you might not be able to install network adapters.

This problem can occur if some or all of the following services aren't started:

·        Plug and Play

·        Remote Access Auto Connection Manager

·        Remote Access Connection Manager

·        Telephony

To fix this problem, follow these steps for each of the services listed above:

1.      Open Administrative Tools by clicking the Start button, and then clicking Control Panel. In the search box, type administrative tools, and then click Administrative Tools.‍ If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

2.      Double-click Services. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

3.      Right-click one of the services listed above, and then click Properties.

4.      Click the General tab, and then, next to Startup type, select Manual.

5.      Click Apply, and then click Start.

Hi Fouzan, I have tried the first option before and for Plug and Play I can not change it to Manual (all grayed out), so rest of them complains about the dependent issue. I have not seen any new approach other than the same old thing to try from MS team, can't believe that. This issue is hitting every other forums and same answer I see it every where and it never works!!!!

Hope this gets real attention from MS and fix asap.

Found the fix, its related to Windows Event log not starting causing error 4201 and that leads this service not to start....

So follow the instructions...

Renaming or deleting the following folder seems to work for some users:

C:\Windows\System32\LogFiles\WMI\RtBackup

REF: Event log error 4201 - ERROR_WMI_INSTANCE_NOT_FOUND (a helluva great thread)

1) Used msconfig to switch to safe mode boot
2) Booted to safe mode
3) ran cmd.exe as an administrator
4) typed "cd C:\Windows\System32\LogFiles\WMI"
5) typed "rename RtBackup RtBackup2"
6) Used msconfig to switch to normal boot mode
7) Reboot and found event viewer working

That fixed the issue.

Dear JeganMCPD,

        I was also had the same problem but I got ride of it. 

First: Start Computer

Second: Go to C:\windows\system32\logfiles\WMI\RtBackup

Third: Delete all files in the RtBackup folder.

Forth: Now restart your computer

Now You can connect Your internet connection.

                                             Thank You.

Hello all!

I am having the same problem and I'm tryning to solve it for two days now!
I tried everything I found here and in other forums:
Start --> Control Panel --> administrative tools --> services -->remote access control + automatic remote access control : for these two I cannot start them and I have the error 1068
, for the SSTP protocole I can't start it either, meaning it starts then stops.  I tried to rename RtBackup in safe mode to RtBackup2 but it still doesn't work. I also read it mioght be about the windows event viewer, which actually I can't start neither, and I tried to fix it as described in

Now when trying to start the service "Remote access control" I am having the error 87: "paramètre incorrect", and still nothing's working! I actually am hopefully able to connect via wifi, but I want to use my modem..

try starting the window event log service...

then start the sstp service followed by the  Remote Access Connection Manager Service

I did that it worked for me...

I started the  window event log service (it was in Automatic) and then was able to run the VPN connection. Thank you for the instruction.
