initialize serial port

When my Windows 7 install boots up, I can't access my Serial Ports from the command prompt.

 

If I send "ECHO NET 4 >Com4"

I get nothing.

 

If I open a terminal program, such as Hyperterm Private, and access the port, then close the terminal program and send:

"ECHO NET 4 >Com4"

 

Then it behaves as I would like it to.

 

It's like a terminal program 'wakes up' the com port or serial port.

 

Any way I can waken the port without opening a terminal program to do it?
