To set Attributes use an Elevated Command Prompt.

CD \ <--- (hit enter) this command takes you to the root folder of the drive you are on
D: <--- (hit enter) a drive letter would take you to that drive
so if the prompt is C:\Windows\System32> and you need to go to your user folder the
easy way is :
CD \
C: (not needed if you are already on C: and that is where the folder you need is located)
CD \Users takes you to where your User folder is.
in the Top Folder you need to set the attributes in (this will do the sub-folders as well)
ATTRIB -r -a -s -h *.* /S
You use the -r -a -s -h as needed all or just one.
*.* means ALL files *.DOC would do all DOC files
/S means also act upon the sub-folders.
if you issue this command at the prompt then it will show you HELP for the ATTRIB command.
(this assumes you are on the C: drive in the root folder however it can be issued at any prompt)
C:\>ATTRIB /?

it has helped clarify some of the more touchy aspects that i was unfamiliar with but it still leaves me with the same problem--- i can't remove the read only feature! In the command prompt as administrator everything goes as you say it should and when it looks like this: c:\users\myname\desktop\filename>ATTRIB -r -a -s -h *.* /S and when i hit enter it doesnt say anything is wrong it just flashes and im back here: c:\users\myname\desktop\filename> So i think that it worked and when i check the read only attribute is still there..... agggagggghhhhh HELP!!!!! what am i doing wrong?

yes permissions are set when i view them in security some all are checked for everyone except special permissions. now there are some that are grayed and some that are black what does that mean?

Try these to clear corruption and repair/replace damaged/missing system files.
Run DiskCleanup - Start - All Programs - Accessories - System Tools - Disk Cleanup
Start - type in Search box - COMMAND find at top of list - RIGHT CLICK - RUN AS ADMIN
sfc /scannow

What antivirus/antispyware/security programs are you using and which have EVER been on the
machine even if you uninstalled them? These and even their remnants can cause strange issues
as you are having.

ok now administrator command prompt is telling me access denied what can i do to change that? I am the only user on my computer and when i pull up my users accounts i am the only one listed so where do i go from here?

ok i have now gone back and reviewed everything and double checked to make sure everything was done as instructed and im still running into this " administrator command prompt is telling me access denied" What else can i try?

ok i have even hooked up an external hard drive and i have the almost the same problem. when i check the properties it shows that the read only option is not checked and for all intent and purposes it shows that i have all permisions avaliable except "special permisions" (by the way, what is special permisons? and why does it appear that no one has that permission even the owner/administrator?) the external is a 350 g harddrive, plenty of room. im trrying to run a application that has to unpack 2 boxes it gets almost to the end and this box pops up that tellls me that i 1) either dont have administrator privlages(which im running the application as administartor) 2) not enough space ( which is not true its a 350 g harddrive that is completly empty) or 3) i need to remove the read only attrirbutes. When i check properties it isnt on but when i try to go into command prompt as administator and remove them from anything else ( no matter what it is ) It tells me access denied. now please read everything i have posted above i have done everthing as administor, i am the only user of this computer i own it it is mine no one eleses so why do i not have access to my own features to do what i need or want to do? Is there any one out there that can help me with this issue PLEASE!!!
p.s.
also i am using nortons 360 since i bought my laptop a year ago

Hi,
Norton could well be the cause of this issue (Is it the only one that has ever been on the computer?)
Try uninstalling it, you can't just disable since it will leave pieces of itself in memory, and then see if
the issue is better. Uninstall and then use the Norton Removal Tool.
