Windows 7 Ultimate does not show wallpaper after update from Vista Business

I made the update of Vista Business to Windows 7 Ultimate and cannot make a desktop background work. I can select only Solid Colors, but not Pictures or Slide Shows. I googled for similar problems and it seems people offer various solutions, including putting 0 into some Active Desktop-related registry attributes under HKLM or HKCU Software / Microsoft / Windows / CurrentVersion / Policies ... And also checking/unchecking some boxes under Easy Access control panel, but nothing seemed helped. So I am a bit lost and it is quite depressing always to look at the black desktop background, knowing that tones of nice graphic pictures are awaiting to be shown there :(
Can someone suggest what can be done in this case? Again - only solid colors of desktop can be changed at this point...

I finally figured it out myself... I am not sure which of two actions helped, but here is what I did:

1. I made a default setwallpaper command under various of graphics file extensions pointing to Windows Photo Viewer CLSID (before they were pointing to another CLSID, which I believe was Office Fax Viewer -  {ff609cc7-d34d-4049-a1aa-2293517ffcc6}). Here is how I did it:

   - In RegEdit I searched for "wallpaper" and under HKCR\SystemFileAssociations it found several extensions (.bmp, .jpg, etc.) where I swapped the value of a key "HKEY_CLASSES_ROOT\SystemFileAssociations\.bmp\Shell\setdesktopwallpaper\Command\DelegateExecute" from {ff609cc7-d34d-4049-a1aa-2293517ffcc6} to {FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}

   - Then it found similar keys under HKEY_LOCAL_MACHINE - their values were already set to  {FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}, but it won't hurt to double-check


2. Then I removed the register key "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Control Panel\Desktop\Wallpaper". This key had empty value - so I assumed there is no much use and then shortly after I did that I got my wallpaper from selected theme.

The dropbox in Personalization for background should let the setting change to a pictures folder. You should see your pictures that are available.

When I open Personalization - I see bunch of Themes. If I click at the bottom to Desktop Background - I see bunch of pictures to select as a background. The drop-down select control on desktop background allow me to choose either to use Windows Desktop Backgrounds, Picture Library, Top Rated Photos or Solid Colors. Browse button next to it points to "C:\Windows\Web\Wallpaper", which have Permissions for System as well as my as a user. If I select anything in the drop-down other than Solid Colors - I have a Black background. If I select Solid Colors - I can change Black to one of pre-defined colors. But no pictures showup no matter if I pick Theme, One Particular Picture or Several Picture to be shown as a slide show...

It soulds like Policy set to prohibit wallpaper changes

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop!NoChangingWallPaper
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System!Wallpaper, HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System!WallpaperStyle

Open GPEdit.msc. Policy may be resetting the 1 when you put in a zero.

Local Policy/User Config./Admin templates/Desktop/Desktop/Desktop Wallpaper.

I have HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop!NoChangingWallPaper  set to 0 (type is DWORD) and I don't have values under System for names Wallpaper and Wallpaper Style at all (I have only Default under "System").

I would try an 'in place upgrade' from the setup dvd. Some system file seems to be damaged.

I did re-install W7 via "in-place upgrade". It did not fix the problem - have the same thing... Black screen and only can change Solid Colors (no static picture, no slide-shows)... Any other suggestions? Thanks in advance!

Confirmed - I had the same problem and tried everything - but #2 fixed it (I did not do the first item):

Confirmed again, I met such issue also and your methods did not work for me. But another user of the box can do, I don't konw why.

As I'd reinstalled XP not long ago (after giving up on Vista), when my Win7 preorder arrived, I did XP > Vista > Vista SP1 > Windows 7 Home Premium, and ended up with this problem, and it's beem driving me nuts ever since, and I've tried all sorts of "fixes"
