Desktop Background - How to use an HTML document as a background in Windows 7?

In Windows XP i was able to use a htmp document (webpage) that i wrote as my desktop background, This contained text and gif's. However in Windows 7 I only seem to be able to use pictures or slideshows.  Anyone got any ideas about how i might use my own html document (webpage) for background ?

The Active Desktop feature has been removed since Windows Vista. There are some third-party alternatives that you can try though.
