After properly adding the "Chinese (Traditional, Taiwan)" Language and the "Chinese (Traditional) - New Phonetic " Keyboard on my 64-bit Windows 7 desktop system, I could not find the "Handwriting" Applet in the IME Pad. Multiple close re-examination of the configuration and settings rendered no answer to the mystery. What is even more baffling is that in the list of "Available Applets" in the Traditional Chinese IME Pad on the Windows 7 system, I found the Handwriting Applets for both Japanese and Korean without ever installing those Languages/Keyboards.
I have been using the Traditional Chinese Handwriting Applet on 32-bit Windows XP Professional for years and it is a very handy tool. After reading posts in this forum and on the Internet, it is amazing to realize that (1) I am not the only one unpleasantly finding the above out, (2) that Simplified Chinese on Windows 7 has the same problem, and (3) that other versions of Windows 7 also have the same problem. Was this an oversight? Will this be resolved in a future Windows Update? I certainly hope there is light at the end of the tunnel. Please advise.

I would suggest you to try the below mentioned steps and check if it helps to resolve the issue.
1. Right click the "Directory" icon on the IME Pad, choose "User settings", enable "Show Applets for all IME", highlight "Hand Writing (CH)" and click Add. Then the Hand Writing will show up as input methods under "Directory".

Sandeed, thanks for replying. Unfortunately, I had already seen the same information you provided somewhere else and it did not address the problem.
1. There is no such icon as "Directory" in the Traditional Chinese IME Pad and there is no such "Hand Writing (CH)" Applet in the "Show Applets for all IME" list. Even if you meant "Dictionary" icon (after adding the "Dictionary" Applet), there is still no "Hand Writing (CH)" Applet to be found - I had tried it before posting the question. Did you try what you suggested before making the suggestion? Just curious.
2. I would not have encountered the problem hence asked the question had I not gone through adding and changing an input language, would I?
The reference link you provided was for Hand Writing in Japanese IME Pad (on Windows Vista) while my question was about Hand Writing in Traditional Chinese IME Pad (on Windows 7). I failed to draw the relevance.
Could you kindly ask a more knowledgeable Microsoft Support Engineer to reply? Thanks again for your help.

My apologies that I could not respond sooner - I was tied up and not available. Per your suggestion, I had just submitted my feedback on Windows 7 Feedback. Due to the (unannounced) feedback text length limit, I had to be very concise (see below) but had referred back to this original 1/27/2010 posting. As you are most likely aware, Windows 7 Feedback does not provide any personal response hence I will have no way of knowing if my feedback will be taken as a legitimate bug report. As such, I do not consider my original question on this forum answered. Any suggestions on how I can be assured that my bug report is getting addressed and will be fixed? Until then, I'd appreciate that this question is not marked answered. Thanks.

It likely is also missing for Simplified Chinese and in other versions of Windows 7. Due to the "feedback" length limit, please refer to my (dragonmeister) 1/27/2011 "Microsoft Answers" posting "Chinese Handwriting Applet missing in IME Pad on 64-bit Windows 7 Professional" for more details. Please also note that in the "Microsoft IME Help" for the Traditional Chinese IME Pad, "Handwriting Applet" is described multiple times but it simply does not exist in the list of "Available Applets" after selecting "User Settings..." from "Applet Menu" in Traditional Chinese IME Pad.

As initially posted here, I have a 64-bit Windows 7 Professional, not Windows Ultimate. However, I doubt that would make a difference based on what I read in that Windows 7 IT Pro Forums posting. Also, as posted here on 1/31, I do not see any "Directory" icon so that seems like a deadend - unless I am missing something. A few people actually posted on that Windows 7 IT Pro Forum indicating they were having exactly the same problems on both Professional and Ultimate versions of Windows 7 - appears I am not alone as I pointed out on my 1/27 initial posting here.
After reading that post on the Windows 7 IT Pro Forums, I have actually played around with adding other Keyboards to the "Chinese (Traditional, Taiwan)" Language and have not been able to get either the "Directory" icon or the "Hand Writing (CH)" applet to show up. Am stuck solid!
I posted an entry in that Windows 7 IT Pro Forum asking magon_67 for help but doubt I would get any response since that posting has been marked as "Answered." Any suggestions regarding getting the problem seriously looked at and hopefully resolved?

I got exactly the same problem. I got 2 PCs with Win 7 Ultimate, one of them 64-bit and the other one 32-bit. I have no trouble using handwriting for Chinese on the 32-bit machine, but the same applet is not available in the 64-bit version. I tried the step others mentioned to go into the directory, but still, Chinese handwriting is not available. I can post the screen captured, but this forum does not allow picture to post.
I tried Aya's method (create a new user account) and that didn't work for me either.
Windows 7 Ultimate 64-bit. Upgraded from Windows Personal (>$150!) just so I could get Chinese handwriting! I installed the Chinese language pack (150 megs). But still no Chinese handwriting.
The Handwriting (KO) and Handwriting (JP) options are there. The Chinese radicals, strokes, and everything else is there. But no Handwriting (CH) option.
I tried my guest account, but no Handwriting (CH) option. Just KO and JP.
I created a new Admin account, but no Handwriting (CH) option there. Just KO and JP.
This is a real problem!
UPDATE: SOLUTION FOUND! See my full comment on page 2, here. But in short:
