Can't Upgrade Win7.1 to Win10 with Boot Camp on MacBook Air

I've installed Win 7 Home Premium (64-bit) on a MacBook Air (13-inch Mid 2012, OS X 10.11.4 El Capitan, 8GB RAM and 128 SSD) using Boot Camp Assistant (BCA) and updated it to Service Pack 1.

BCA created a 49GB partition for Windows; after upgrading to Win7.1, Windows Explorer reports that that there is over 21GB of free space on the the this partition.
 
The Windows 10 update specifications say that 20BG of free space is needed (for the 64-bit version).  When I run the Win10 Update Installer, it says that my Mac meets the requirements ... but when I click the download button, I get error 0x80070070 which means that there isn't enough free space for the installation.
 
What is wrong?  Why does the installer say that I have sufficient free space but then refuses to download the upgrade claiming that there isn't enough free space?  More precisely, how do I get the Win10 upgrade installed; how much free space should Windows Explorer say I have in order for the Installer to run?

I realize that you can't upgrade Win7.1 to Win10 with Boot Camp on MacBook Air. I will try to help you with this issue.

Suggest you to refer to this article to check if that helps. Hard disk space: 16 GB free space for 32-bit OS or 20 GB free space for 64-bit OS in the Windows Folder.

I created a Win10 install on a USB3 Flash Drive.  Worked perfectly!
