I also ran into "The stub received bad data" issue a few days after installing the Anniversary update, and also ran into issues trying to install the KB3189866 update (which
I ended up installing manually). But the "stub" issue was persistent for almost a week. SFC sometimes found and fixed corrupted files, and System Restore would work fine for a few hours before the issue started popping up again.
After further investigation into the Task Manager, I found a sneaky process/malware disguising itself as Dropbox Service (DbxSvc.exe)
with the details "Windows (R) Win 7 DDK provider." Somehow it was not being detected by my Windows Defender, Spybot, and a few other tools. However, it was easily removed by ending the task and deleting it from the System32 folder.
After deleting the DbxSvc.exe file Windows is working normally without the "stub received bad data" window popping up ever again.
The only thing I can't seem to figure out is how it managed to find its way back after a week and a half. I've been keeping my eye on my task manager, and as soon as my start menu started becoming unresponsive I find DbxSvc.exe running. And I have a pretty
good track record of not getting any malware.
Just wanted to share my experience and hope it helps. Check for any sneaky malware, and definitely keep an eye out for the DbxSvc.exe.

That file is legitimate. It is part of a Dropbox installation, and is digitally signed by DropBox. This is why it's not picked up by your scanners.
