Windows 10 won't shut down, restarts instead

Recently upgraded to Windows 10 from 7 on a desktop pc, previous OS had was fully updated for the upgrade and is now running alright but has a few major issues.

Whenever I shutdown from the start menu my pc will act like it is shutting down but reboots a few seconds after doing so as if I had selected restart.

Not sure of any ways I could go about fixing this so hopefully you all have some ideas.

Thanks a lot.
