The application was unable to start correctly (0xc0000018)

While trying to open either cmd.exe or Vlc media player I am getting the following message : " The application was unable to start correctly (0xc0000018). Click Ok to close the application." Other applications seems to be working fine. What can I do to resolve this problem?

I suggest you to perform clean boot and check if it helps:

A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows.
