Hello,
Thank you for posting your question on Microsoft community.
I appreciate you for providing details about the issue.
This issue may occur due to corrupt or missing Windows files. This may also happen due to software conflicts.
I would suggest you to perform clean boot and check the issue.
Refer this article:
How to perform a clean boot in Windows
https://support.microsoft.com/en-us/kb/929135
(Also holds good for Windows 10)
Clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program.
Note: After you have finished troubleshooting, follow these steps from section “How to reset the computer to start as usual after clean boot troubleshooting” to reset the computer to start as usual.
Please also run system file checker(SFC) and see if it helps.
Refer this article:
Does System File Checker work in Windows 10?
http://windows.microsoft.com/en-us/windows-10/does-system-file-checker-work-in-windows-10
System file checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
I hope this information helps.
Please do let us know if you need any further assistance.
Thank you

SFC /Scannow did not result in anything. All files OK. More information.
In addition to that have two COM surrogate processes shortly in task manager when started. What's going on here.
When a picture is right clicked got two COM surrogate processes in task manager, but they disappear shortly, when right clicked a picture again they reappear shortly. If clicked file location, it's c:/windows/system32/dllhost.exe . When TM is started there
are two COM surrogate processes which disappear when it's open. A virus or something else? Have scanned with many AV and Malwarebytes etc, but found nothing. Something is keeping these COM surrogates active..? Attached some screenshots. Can't remove eg picture
personal information because of this, have not noticed other "weird" things. Eraser.exe bcause wiping some empty drive space. Had COM Surrogate error with Acronis and W8.1, but don't know if that's the cause. It doesn't help to end dllhost.exe process, it
restarts all over in loop. Update: may even have 3 COM Surrogate processes in task manager, one as 32 bit. They disappear quickly in TM as stated earlier.

Hello,
Thank you for your response.
I appreciate your time.
I also appreciate this fact that you ran many virus scans in Windows.
However, I would suggest you to run Microsoft safety scanner
to check and remove any virus or malware which may be causing the issue.
Refer:
Microsoft Safety Scanner
http://www.microsoft.com/security/scanner/en-us/default.aspx
Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.
Please keep us updated.
Thank you

Hello,
Thank you for the update.
I appreciate your efforts.
I would suggest you to run DISM commands from command prompt and check the issue.
Please follow these steps:
a. Press Windows + X keys and click command prompt(admin).
b. Type the following commands in command prompt one by one and press Enter after each command.
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
Windows corruption errors may prevent Windows updates and service packs from installing. For example, an update might not install if a system file is damaged. "DISM" tool may help you to fix some Windows corruption errors.
Please keep us informed.
Thank you
