I see that you have resolved the issue by restoring Windows to a previous state. this issue is caused by a missing file left over from an uninstall of Mobisearch or some such adware ****. The easiest way to resolve this in the future is to download Autorun http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx, run autoruns.exe as an Administrator and uncheck the box next to the items that show as missing. You should see an entry for the .dll that is giving you the error.
