Whenever I see a [relatively] small disk, such as yours, that has a small amount of free space left, I always assume that it is very fragmented, and that a couple of other problems exist.
Not related to the Security Essentials product or forum, but let's see what we can do.
Use disk cleanup again. This time, go to the "More Options" tab, and select the button for "Clean up" on the System Restore section. Do this to cleanup all the old restore points, which can consume a lot of disk.
BUT! Before you do this, please backup any of your data to some external media. This is just a precaution.
Once the old restore points have been removed, return to the regular part of disk cleanup and try that again.
If this fails, go to START, RUN, and enter MSINFO32. In this program, go to "Software Environment", "StartUp Programs". You should see anywhere between 10 to 30 programs. If the list (which could take time to develop) runs into several thousand programs,
there is a problem in the registry. Not to worry, there is a fix for this.

I don't have any other media for backup. However I have tried your second option, There are only 13 programs running. Please tell me what to do next.
