Start here -https://support.microsoftsecurityessentials.com/

and select the link that says - I think my computer is infected - and then select the support option for phone (or email if phone is not offered for your region)

Or for email support in English:https://consumersecuritysupport.microsoft.com/eform.aspx?productKey=pcsafetymalware&ct=eformts&supportLinkeformts=E-mail

If you are in North America, you can call 866-727-2338 for help with virus and spyware infections. Seehttp://www.microsoft.com/protect/support/default.mspx for details. For international information, see your local subsidiary Support site.

Please answer all of the following diagnostic questions by number in your next reply (no need to quote this post):

1. When (approx. date) did you install Microsoft Security Essentials (MSE) and was the computer fully-patched at Windows Update at the time?

2. What anti-virus application was installed before you installed MSE, was your subscription still current, and did you uninstall it before you installed MSE?

3. Has a(nother) Norton application or a McAfee application ever been installed on the computer?

4. Did a Norton free-trial or a McAfee free-trial come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.)

==========================

Can I install Microsoft Security Essentials [or any other anti-virus/anti-spyware application] to clean up my already-infected computer?

Please start your own new question, and please clarify the details of your situation.

What operating system and service pack?

Prior Security Software?

Any security software still installed?

A possible reason for this problem is that you have conflicting security software installed fully or partially on the PC. Remove all other security software from the PC.

You may need to use a cleanup tool to remove your prior security software:

http://social.answers.microsoft.com/Forums/en-US/msestart/thread/407bf6da-c05d-4546-8788-0aa4c25a1f91

Be sure to review this post: Check list for installing Microsoft Security Essentials

If that fails to resolve the problem, open an email support case:

The same thing happened to me when I tried to uninstall MSE.  I can't download the replacement program, until I can be told the way to get the original one uninstalled.  Please help.  I get far too many rogue programs through Microsoft as it is.  I thought that this program was supposed to stop that.  Just when are you going to prosecute the people who hack into your programs and find ways to insert their rogue viruses and programs into your programs and systems anyway?  Can't you find them?  Don't you have enough brilliant techies to figure that out?  Don't we pay enough for your software?  Don't you make enough money to be concerned about your customers in the first place?  Just when do you plan to make it up to us who have been loyal to your programs and operating systems for so long. anyway?  As if we really had a choice in the first place?  As if you really cared!  You have known about this problem for a long time now, and just now are most of us finding out about it.  What do I do for safety on the internet, until you get around to notifying all of us what we need to do in the first place?  That should be the least you should do for these insidious rogue attacks anyway.  Why is it that we have to write you, and practically beg you to take action to give us the info we need, without having to ask for help in the first place?  It's not that you didn't, or don't know about the problem.  So what gives?  Are you going to charge us one by one for giving us a solution that you could have emailed to each of us who has MSE?  Or is that too tough a question to ask for the brilliant developers at Microsoft?  And as to your condescending attitude that we out here can't figure out how to use clean up tools on any other security programs, which, by the way,  I DO NOT have, and apparently we can't see that you have clean up programs too, that by the way, I DO KNOW!  And your clean up programs do not take care of the problem, either.
