How does one find the "Define New Multilevel List" dialog box?

Answer
Answer

To display the multilevel list dialog box in Word 2007/2010/2013: Click the Home tab, click Multilevel List, and then click Define New Multilevel List.

Note that if you are modifying an existing list, you should click in the first level 1 item first. For numbered headings, this means you should click in the first Heading 1 paragraph of the document.
