Hi Michael,
As I understand you are unable to attach Word documents as an attachment to the email from web-mail.
I would need more information on the issue:
1. Does the issue occur only while attaching Word files as attachment?
2. Are you able to open Word files saved on the computer?
3. Are you able to attach other Office application files as attachment to an email from web-mail?
4. Try to attach a PDF or a WordPad file as attachment and check if it works fine.
5. Which is the default web-browser set up on the computer?
Set Internet Explorer as default web-browser and check. Refer to the link to set Internet Explorer as default web-browser:
http://windows.microsoft.com/en-US/windows7/Change-your-default-web-browser
If Internet Explorer was set as default previously then reset internet Explorer. Refer to the link mentioned to reset Internet Explorer:
http://support.microsoft.com/kb/923737
Disclaimer: The Reset Internet Explorer Settings feature might reset security settings or privacy settings that you added to the list of Trusted Sites. You will also lose any password saved while logging into email service provider websites. The Reset Internet Explorer Settings feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Internet Explorer Settings feature.
Provide us more information on the issue to help us assist you further.
Thank you.

See the Article “Why can’t I start my Office 2013 application at:
or
https://support.microsoft.com/en-us/kb/3091375.
If that does not help, then you might remove all traces of the Office installation by downloading the fixit from the following article:
http://support.microsoft.com/kb/2739501
saving it to your computer and then running it.
Then reinstall Office by logging into www.office.com/myaccountwith
your registered email address and click Install Office.
BEFORE REMOVING THE OFFICE INSTALLATION, MAKE SURE THAT YOU ARE ABLE TO LOG INTO YOUR ACCOUNT!
Or, to see how to go back to your previous version of Windows, take a look at:
