Before we proceed I would require some more information to assist you better.
- Are you able to insert online pictures in other Office applications such as Excel?
- Are you using Internet Explorer as the default browser?
Try the following steps and check if it helps:
Step 1: You may repair the Office and verify the results.
Refer to the following link for more information:

Step 2: Set Internet Explorer as the default browser.
Refer to the following link for more information:
http://windows.microsoft.com/en-GB/internet-explorer/make-ie-default-browser#ie=ie-9
Step 3: Reset Internet Explorer:
If Internet Explorer is set as default web-browser then reset Internet Explorer and check. Refer to the link mentioned below to reset Internet Explorer:

Disclaimer: The Reset Internet Explorer Settings feature might reset security settings or privacy settings that you added to the list of Trusted Sites. You will also lose any password saved while logging into email service provider websites. The Reset Internet Explorer Settings feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Internet Explorer Settings feature
Resetting Internet Explorer is not reversible. After a reset, all previous settings are lost and can't be recovered. Rather than resetting everything, you might want to reset specific settings in the Internet Options dialog box or delete your webpage history.

uninstall and google chrome and check. some time using different browser causes issues.
This fails then complety remove and re-install office. computer does not have a common sense but we have and think we only have this sense .... LOL

I am having this same issue on a network in a school. It works with admin logins like mine, but not my students' logins. We are using Chrome, but it does the same on other browsers. I doesnt work in any Microsoft program. What setting is it to fix the issue? It's is not a matter of reinstalling the program.Hi Joe,
