synchronous scrolling not working

I have 2 documents (very similar) that I have side by side with synchronous scrolling and view side by side selected, but they are not scrolling together. I have track changes on (need to).

I'd like to ask a question before we proceed:

Is this issue experienced on all Word documents?
 

This issue may occur if there are any corruption either in Data or Option registry entries. 

Let's run 'Fix it' from the following KB article and then try using Synchronous Scrolling feature and verify the result:

Note: Save the ‘Fix it’ before running it as you’re working on 64 bit Windows. If you're unable to run 'Fix it', follow instructions mentioned in the section 'Let me fix it myself' and see if it helps.

IMPORTANT: Ensure to back up registry before deleting or modifying it. Refer to the following article for instructions on how to modify registry.
