After I signed out through Word 2013, the MS OneDrive still synchs. It means signing out Word doesn't mean signing out the MS OneDrive.

Which version of Windows are you using? Recent versions won't let you disable OneDrive completely, but you can turn off the synchronizing in OneDrive and run Office without being signed in.
In Word, do the following: Click File | Options | Save. Clear the option to "Show additional places for saving, even if sign-in may be required" and select "Save to Computer by default."
You may also want to select "Don't show the Backstage when opening or saving files"; once you have done that, you can quickly access your local folders by using keyboard shortcuts: Ctrl+O opens the Open dialog box and F12 opens the Save As dialog box.

And if you are using Windows 8.x or Windows 10 you can prevent any attempts to synchronize with OneDrive if you create a local user account, that is, one which isn't associated with a Microsoft account. You won't be able to access the Microsoft store from that account, though.
