Here are two methods to get to the Devices and Printers window in 8.1:
- On the Start screen (the one with all the tiles), just start typing the word printer. The Search pane opens on the right side of the screen, and one of the results in the list is "Devices and Printers". Click or tap it.
- Hold the Windows key (the one with the flag-in-circle logo) and press the X key. That opens a menu -- not the old Start menu, but a menu nonetheless. Press P to open the Control Panel. The "Devices and Printers" is in the (alphabetical) list, where you
can click or tap it.
