How can I move text in a text box in front of the background/fill of a text box?

I created a text box, but the background/fill of the text box is covering and hiding the text in the text box.  How can I move the text in front of the background/fill of the text box?
Answer
Answer
The document is for a research publication, which has to be black and white.  I'm trying to use different fill patterns (e.g., horizontal lines, vertical lines), but their lines obscure the text.  Ideally, the text would be in front of (and hide) the background.

Ok then; how about leaving the background as it is but placing another Text Box on top of it?

The Text Box that you place on top of the other one you leave without a background.

Now reduce the size of the second Text Box to a minimum so that it appears to be all one Text Box.
