Depending on the type of Office (subscription or retail), you might find that file in one of these locations:
C:\Program Files\Microsoft Office 15\root\vfs\ProgramFilesCommonX86\Microsoft Shared\VBA\VBA7.1\1033\VBE7INTL.DLL
C:\Program Files (x86)\Common Files\microsoft shared\VBA\VBA7.1\1033\VBE7INTL.DLL
If your installation language is not English (US), the 1033 will be replaced with a different location identifier.
If the file isn't in either of those places, use Windows Control Panel > Programs & Features to
repair Office. If the repair dialog offers a choice of Add/Remove Features, choose that and make sure the Visual Basic for Applications feature is selected (the file is part of that feature).
