converting a wav file into text

can office professional plus 2013 convert a wav file into txt?

A wav file has nothing to do with text. It has to do with sound frequency and intensity. That might be able to be translated into text although I don't now why you would want to do so.

If you are talking about speech recognition, such a conversion is not within the purview of Word. You might want to consider Dragon Naturally Speaking or a similar speech recognition program.

I was planning on using a micro-recorder that would save my dictation into a wav file, and that is the reason I was asking about conversion abilities in word.

Speech recognition is a function of Windows rather than Word or Office. DNS is a proprietary program that is probably more advanced. I do not know whether you can get Windows to take input from a wav file. You might get more information on this by posting your question in a Windows forum specific to your version of Windows.
